Summary: [drop counters] Disable IGMP test for testbeds without proper fanout support

What is the motivation for this PR?
We notice that our root fanout switch is dropping all of the IGMP packets, so they are unable to reach the DUT at all, causing the test to fail. We need to add some sort of configuration to EOS/SONiC based fanouts so that they deliver these packets to the DUT.
How did you do it?
Added a check for
fanout.How did you verify/test it?
Ran the tests in the lab, saw that all the IGMP cases were skipped.
Any platform specific information?
Supported testbed topology if it's a new test case?
